Reef Guardian Sdn. Bhd. is a company appointed by the State Government through the Sabah Wildlife Department in 2003 to manage a marine conservation area in the archipelago of Sugud or Sugud Islands Marine Conservation Area (SIMCA). Sugud Islands Conservation Area was officially gazetted in 2001 with an area of approximately 46.317 hectares comprising of three islands namely Langkayan, Billean and Tegapil. These conservation areas are under the Wildlife Conservation Enactment 1997 section 21.
The benefit-sharing mechanism gave benefits to the Wildlife Department and Reef Guardian Sdn. Bhd. through its conservation programs which have been outlined for Reef Guardian Sdn. Bhd. to conduct the Enforcement Regulations of SIMCA, Marine Conservation, Environment, Education and public awareness and eco-diving and eco-tourism. In return, Reef Guardian Sdn. Bhd. will have a partnership that allows Reef Guardian Sdn. Bhd. or another company with his consent shall build a resort in this area with verifications from the Wildlife Department.
Other than that, from the conservation programs, Reef Guardian Sdn. Bhd. are responsible for ensuring the Employers of the Resort (Langkayan Island Dive Resort) maintain the environment by monitoring the inland’s and marine’s qualities. This includes ensuring the development of the islands (Langkaian, Billean and Tegapil) comply with environmental standards and do not pose any impact that will cause damages to the marine habitat.
This smart collaborative efforts have already shown good performance with reduced cases of encroachment into protected area by fishermen in the area of "no-take zone" and the record of long-term monitoring of marine conservation showed an increase in the number and diversity of fish’s species, wide range of corals cover, sea turtles landing and sea turtle nesting occurs from time to time.
